Founded in 2018, Risk Suppression Partners (RSP) underwrites general & excess liability insurance policies, as well as providing loss control services and claims handling, solely focused on Fire & Life Safety contractors.
Risk Suppression Partners was founded with the intention of changing the expectations that Fire & Life Safety Contractors and their brokers have of liability insurance programs. RSP also has developed a unique approach to Fire & Life Safety Liability Insurance that removes the “walls” between underwriting, risk control, and claims services. The RSP insurance program is integrated, with underwriters, claims handlers & other team members working together seamlessly on behalf of Fire and Life Safety contractors.
With a sole focus on liability insurance for Fire & Life Safety contractors, Risk Suppression Partners’ company leadership has amassed a group of Fire & Life Safety experts that is unprecedented. RSP has developed a team of underwriters, claims handlers, attorneys, metallurgists, chemists, chemical engineers, fire origin experts, and engineers who specifically understand the Fire and Life Safety industry and who are experts at working on claims involving Fire and Life Safety contractors and systems. This combined expertise allows us to create a targeted, and engaged defense to our insureds claims from a team who understands the work contractors perform, as well as understanding code changes that are coming.
Risk Suppression Partners management & team members also are actively engaged in Fire & Life Safety industry associations. Risk Suppression Partners team members have served as current & past members of many National Fire Protection Association (NFPA) technical committees, including NFPA 13, NFPA 14, NFPA 20, NFPA 25, NFPA 72, and NFPA 915. We know fire codes because we actually help write or update NFPA fire codes.
Our approach to Fire & Life Safety Contractor liability insurance also is unique in that we are actively engaged with brokers and contractors. However, our programs are designed to move beyond transactional insurance by providing risk management and claims services that come together to understand the Fire & Life Safety industry, the unique aspects of a Fire & Life Safety contractor business, and the risks encountered through the critically important work performed by Fire & Life Safety Contractors. Our mandate is to only insure exposures in industries of which we are actively engaged and continually strive to better understand, as Fire & Life Safety codes, technologies & systems continually evolve.
We view underwriting as, not only an assessment of risk with a value attached to it, but also as a tool to make strategic, long-term investments in good people running good businesses. We look at recipients of policies we issue, not simply as “insureds,” but as truly valuable industry partners.
Our risk management strategy is designed to provide Fire & Life Safety contractors with the tools & resources to deploy risk management and best practices that can help stabilize premiums and safeguard our investment.
We believe that every claim has a root cause that needs to be uncovered to handle the claim responsibly. Often, we recommend a swift investigation and diagnosis performed by experts we have vetted and hand-picked who understand the work contractors perform. In claims handling, timely communication is key. We have our insureds actively participate in the claims process – we seek out the contractor’s knowledge and understanding of the events that led to the claim.
In addition, every loss we experience with a customer contains a strong and necessary lesson learned. As a result, this knowledge leads to enhanced best practices that can be shared with those who are part of our insurance programs.

Wilton Marburger, President, Risk Suppression Partners
Wilton Marburger has served as President of Risk Suppression Partners since its founding in 2018. Previously, he served as a loss control manager for Myers Risk Services for roughly 10 years. In this position, he managed loss control services for fire suppression & detection contractors, with a focus on general liability exposures. He worked directly with underwriters to vet new risks; traveled to the sites of losses to gather information to protect contractors in the event of losses, reviewed contractor service contracts to locate legal vulnerabilities, and coordinated with claims handling, and conducted arbitration defenses, and legal representation of customers. He also served as a vice president of Consolidated Purchasing solutions. Mr. Marburger earned a Bachelor of Science from Penn State University.
Terry Victor, Director of Risk Control Services, Risk Suppression Partners
Terry Victor, Director of Risk Control Services at Risk Suppression Partners, has more than 50 years of technical experience in the fire sprinkler industry. Prior to joining Risk Suppression Partners, Mr. Victor served as Senior Manager of Industry Relations for Johnson Controls Fire Protections, as well as spending 18+ years as a National Manager of Sprinkler Systems for SimplexGrinnell. He also held the position of District General manager for Automatic Sprinkler Corp of America. Mr. Victor is NICET-certified Level IV in Water-Based Systems Layout and Special Hazards Systems Layout. He has served on various industry boards and committees, including as a member of the NFSA Board of Directors, the CFSI National Advisory Committee, and the NFFF Advisory Committee to the Board. He currently serves on the AFSA Apprenticeship and Education, Convention, and Legislative Committees, and the NFSA ITM, QA, and Training and Education Committees. He is a current member of the NFPA technical committees for NFPA 13, 14, 20, 25, and 915 and is a past member of the technical committees for NFPA 3, 4, 11, 13D, 13R, 15, 16, 72, 101, 214, 303, and 5000. He received the NFPA Committee Service Award in 2015 and the NFSA Russell P. Fleming Technical Service Award in 2017.
Ryan Fulmer, Vice President / Managing Underwriter, Risk Suppression Partners
Ryan Fulmer has decades of experience as an underwriter. He has served as the managing underwriter for Risk Suppression Partners since the company’s formation in 2018. Prior to this position, Mr. Fulmer has served as an underwriter for Nationwide Insurance, Berkley Public Entity Managers, Philadelphia Insurance Companies, and as a sales executive for Union One Insurance Group. He earned a degree in finance, economics & computer science from Kutztown University of Pennsylvania, as well as an M.B.A. from St. Joseph’s University.
Sabrina Delaney, Manager, Marketing & Operations, Risk Suppression Partners
Sabrina Delaney oversees marketing and various operational activities for RSP. She has held several leadership roles across industries, including overseeing sales operations, managing teams in information management services, and advising in B2B sales. In these positions, she was instrumental in driving sales growth, improving processes, and delivering impactful training programs.
